Eli Holmes is an Adjunct Professor at the University of Oregon School of Law, where she teaches Introduction to Environmental Law and Policy. She also serves as a Staff Attorney at Willamette Riverkeeper and runs Blue River Law, P.C., a private public interest law firm. Her legal practice focuses on federal environmental litigation, including Clean Water Act, FOIA, ESA, and NEPA cases, with experience in federal district and appellate courts.
Educated at Mount Holyoke College (B.A. in French Literature with African Studies), Middlebury College (M.A. in Modern French Literature), Boston University School of Law (J.D.), and the University of Oregon (LL.M. in Environmental and Natural Resources Law), she combines interdisciplinary expertise with legal advocacy.
Her academic interests include federal environmental law litigation, public health law, and barriers to information rights and judicial review. She is affiliated with the Environmental and Natural Resources Law Center at Oregon Law.
