Jeffrey Dobbins serves as Dean and Professor of Law at Willamette University School of Law in Salem, Oregon. He was appointed Dean in April 2025 after serving as Interim Dean in 2024 and Associate Dean for Academic Affairs from 2020-2024. A member of the Willamette faculty since 2006, Dobbins brings extensive practical legal experience to his academic role.
Dobbins' research focuses on civil procedure and administrative law, with particular emphasis on appellate process and theory. His scholarship is informed by his experience briefing and arguing more than 50 cases in federal and state appellate courts prior to entering academia. He teaches Civil Procedure, Federal Courts, Administrative Law, Native American Law, and specialized appellate process seminars.
Before joining Willamette, Dobbins practiced in the Commercial Litigation Group of Perkins Coie LLP in Portland (2002-2006) and as an attorney in the Appellate Section of the Environment Division at the U.S. Department of Justice in Washington, D.C. (1996-2002). He clerked for Chief Judge Abner Mikva and Judge David S. Tatel on the U.S. Court of Appeals for the D.C. Circuit and for Justice John Paul Stevens on the U.S. Supreme Court.
Professor Dobbins holds undergraduate and law degrees from Harvard and Duke Universities, where he served as editor in chief of the Duke Environmental Law and Policy Forum. He received a Certificate of Distinction in Teaching from Harvard during his early teaching experiences.
Dobbins maintains active involvement in the legal community as a member of the Oregon State Bar, the U.S. Supreme Court Bar, and eight U.S. Courts of Appeal. He serves as program manager for the Oregon Appellate Pro Bono Program, connecting his academic work with practical legal service.
