Dusty Kennedy serves as a Visiting Fellow at the Faculty of Business and Society, University of South Wales, and Director of Consultancy at TRM Academy, where he leads Digital Youth Work initiatives for the Interim Youth Work Board.
With 19 years of specialized experience in youth justice systems, his career spans roles as Director of the Youth Justice Board (YJB) in Wales—overseeing national youth offending teams, secure estate commissioning, and government relations—and Welsh Government Head of Youth Justice Strategy, where he shaped national policy. Most recently, he led Public Health Wales' prisons and probation strand of the Early Action Together Programme, embedding trauma-informed practices across criminal justice and policing.
His research focuses on the intersection of youth justice, public health, and digital innovation, particularly trauma-informed approaches for vulnerable youth populations and evidence-based interventions like the ECM project testing TRM applications in Youth Offending Teams.
Professional contributions include pioneering cross-sector collaborations between justice systems, public health bodies, and government entities to reform youth justice practices through data-driven strategies and systemic trauma awareness.
