Duncan Blake is a researcher and academic affiliated with UNSW Canberra's School of Humanities and Social Sciences. He holds a unique dual role as a Reserve Legal Officer in the Royal Australian Air Force (RAAF) while contributing to academia. His career spans 22 years as a legal officer in the RAAF, including deployments to the Middle East where he provided legal support for aerial targeting operations. Blake transitioned to the RAAF Reserves in 2017 but continues active military-legal service, advising on contingency operations and space-related legal matters.
His academic qualifications include a PhD candidate status at the University of Adelaide, a Master of Laws (Space Law) from McGill University, and multiple degrees from Australian institutions. Blake teaches postgraduate space operations and undergraduate law courses at UNSW. His research focuses on reconciling conflicts between space law and international humanitarian law, managing projects like the MILAMOS and Woomera Manuals. He also chairs the annual WRegSAT workshops addressing evolving space regulatory challenges.
Blake’s grants include a $300,000 sponsorship for WRegSAT (2025-2026) and education innovation grants. His awards include the 2011 Lieber Society Military Prize. Beyond academia, he consults on space law for the International Aerospace Law & Policy Group and actively engages in public discourse on space governance, emphasizing Australia’s role in global space strategy.
He leads interdisciplinary initiatives like tracking emerging space norms and elevating Indo-Pacific perspectives in space policy. Blake’s work bridges military strategy, legal frameworks, and space technology, with a focus on ensuring ethical and lawful use of outer space.
