Dug Cubie is a Lecturer in the School of Law at University College Cork (UCC), Ireland. His academic work intersects humanitarian law, disaster law, and refugee protection, informed by over 10 years of field experience with organizations like UNHCR, IOM, and the Irish Red Cross. He contributed to humanitarian relief efforts in regions such as Indonesia, Sri Lanka, and the Maldives following the 2004 Indian Ocean Tsunami. His research focuses on strengthening legal frameworks for protecting persons in humanitarian crises, including climate displacement and disaster risk management. Cubie holds a PhD from UCC examining the right to humanitarian assistance in natural and human-made disasters. His recent work explores principles of international disaster law, integration of climate adaptation into policy, and rights-based approaches for vulnerable populations. He actively engages with regional and international organizations to bridge legal theory and humanitarian practice.
Key areas of expertise include international human rights law, law of armed conflict, refugee law, and the rights of older persons in disasters. He advocates for systemic accountability mechanisms in disaster response and the role of soft law instruments in shaping normative frameworks. His interdisciplinary approach combines legal analysis with participatory methodologies to enhance stakeholder engagement in risk reduction strategies.
