Dr. Dovilė Rimkutė is an Associate Professor of Public Administration at the Vrije Universiteit Amsterdam, affiliated with the Faculty of Social Sciences and Humanities and the Department of Political Science and Public Administration. Her research focuses on regulatory governance and risk regulation within the EU’s multi-layered governance system. She holds NWO Veni (2019) and Vidi (2024) grants, with current projects exploring the role of emotion in citizen-centric rule-making and the impact of reputational risks on regulatory behavior.
Her work addresses three core areas: bureaucratic decision-making under reputational pressures, citizen legitimacy perceptions of regulators, and emotion’s role in regulator-citizen interactions. Notable projects include analyzing the European Medicines Agency’s vaccine legitimacy during the pandemic and the European Food Safety Authority’s glyphosate authorization controversy.
Rimkutė’s research has been published in leading journals like Public Administration Review and Journal of European Public Policy. She serves on the editorial board of JEPP and co-directs the 'Politics of Bureaucracy' section at the ECPR General Conference. Teaching focuses on EU governance, regulatory frameworks, and evidence-based policymaking at BA/MA levels.
