Douglas Glowacki serves as Adjunct Faculty in the Fire Science and Emergency Management Department at the Henry C. Lee College of Criminal Justice and Forensic Sciences, University of New Haven, while concurrently working as an Emergency Management Program Specialist for the Connecticut Department of Emergency Management and Homeland Security (DEMHS).
His professional expertise spans emergency management systems, disaster response planning, flood mitigation strategies, and weather-related crisis forecasting. He has administered the Connecticut Automated Flood Warning System, managed Hazard Mitigation Grant Programs, and authored critical documents including the Connecticut Section 322 Disaster Response Plan and the Operational Guide for the Automated Flood Warning System, alongside two specialized newsletters.
At DEMHS, Glowacki oversees administration of over $20 million across three statewide grant programs covering nearly all Connecticut municipalities. He provides real-time weather forecasting during severe storm events and serves as an expert witness for the Connecticut Attorney General's office in weather-related legal cases, demonstrating applied integration of meteorological data in emergency response frameworks.
