Dr Donald Zoellner is a Research Fellow affiliated with the Northern Institute at Charles Darwin University's Faculty of Arts and Society. With a career spanning over four decades in education sectors across the Northern Territory, he retired from a pro-vice-chancellor role in 2010. His professional roles have included leadership positions such as principal of Darwin High School, Alice Springs High School, and Executive Director of Centralian College. He holds a PhD in policy development and implementation of vocational education and training (VET), alongside a Master’s in Educational Administration and public sector management qualifications.
His research focuses on vocational education policy, institutional logics in education systems, and the sociopolitical dynamics shaping training markets. Key contributions address issues like disadvantage in VET, sectoral status, and policy integration in tertiary education. His recent work critiques federal policy discourses and market-driven approaches in VET.
Zoellner’s scholarly activities include presentations at conferences such as the Australasian Vocational Education and Training Research Association. He actively engages with policy debates through publications analyzing training systems, governance frameworks, and the interplay between education and workforce needs.
