Dmytro Khutkyy is the Head of the University of Tartu Ukraine Centre and a Research Fellow in Digital Governance at the Johan Skytte Institute of Political Studies (University of Tartu, Estonia). He holds a PhD in Sociology (2012) from the National Academy of Sciences of Ukraine and has taught at Kyiv-Mohyla Academy. His work spans digital democracy, open governance, and civic technology with roles across institutions in Estonia, Ukraine, and Belgium.

Research Interests:
Dmytro specializes in digital democracy, open governance, and electronic voting. His work examines how digital tools enhance civic participation in post-conflict contexts and authoritarian regimes. Key areas include participatory budgeting, disinformation resistance, and transnational governance.

He leads EU-funded projects on democratic resilience (€256k) and disinformation countermeasures in Estonia. Past projects include a European Commission study on internet voting (€142k) and UNDP/OGP advisory roles.
Scientific Contributions:
With 130+ publications and 550+ citations, his 2024 Studies in Communication Sciences paper analyzes war media framing. Other works explore blockchain voting and civic tech in Ukraine, Brazil, and Latin America.
