Deborah Moore is an Honorary Research Fellow at the Division of Dentistry, University of Manchester, within the Faculty of Biological, Medical and Health Sciences. Her work focuses on dental public health, particularly water fluoridation's effectiveness and cost-effectiveness for adult and adolescent dental care.
- Education: PhD (in progress) on Water Fluoridation, University of Manchester; Master of Public Health (Distinction) from University of Manchester (2015); Master of Science in Public Health Nutrition from London School of Hygiene & Tropical Medicine (2012); Bachelor of Dental Surgery (Distinction) from University of Manchester (2004).
Her research primarily investigates water fluoridation's impact on dental caries prevention, NHS dental treatments, and health care costs. She leads the NIHR-funded LOTUS study, a retrospective cohort analysis of fluoridation's long-term effects.
Recent publications span water fluoridation, retrospective cohort studies, dental procedures, and benzodiazepine use for dental anxiety. These works align with her expertise in dental public health and policy implications.
Scientific awards include:

- Charles H Preston Medal and Farrah Prize for Periodontology (2004)
Moore contributes to policy through her research impact on water fluoridation effectiveness and serves as Specialist Advisor in Dental Public Health at Greater Manchester Health and Social Care Partnership since 2021.
