David Hulme is Professor of Development Studies and Executive Director of the Global Development Institute at the University of Manchester, with leadership roles in the Brooks World Poverty Institute (BWPI) and Effective States and Inclusive Development Research Centre (ESID). His career spans over 35 years at Manchester, including Directorship of the Institute for Development Policy and Management (IDPM).
Research interests focus on poverty analysis, global governance, and international development, with specific expertise in state effectiveness, climate change impacts (particularly in Bangladesh), and microfinance systems. His work bridges academic theory and policy implementation through major DFID and ESRC-funded initiatives.
Publications demonstrate consistent thematic focus on poverty reduction mechanisms and governance failures, evolving from chronic poverty frameworks (2000s) to contemporary critiques of global aid architecture.
