David F. Bateman is a Professor at Shippensburg University in the Department of Educational Leadership and Special Education. He specializes in special education law, assessment, and inclusion strategies, drawing from over 35 years of experience as a special education teacher, due process hearing officer, consultant, and author. He earned his Ph.D. in Special Education from the University of Kansas and has co-authored over a dozen books, including A Principal’s Guide to Special Education and Special Education Leadership: Building Effective Programming in Schools.
