Constantin Stefanou

Professor Constantin Stefanou serves as Professor in Practice of Legislative Drafting, IALS Taught Programmes Director, and Director of the Sir William Dale Centre for Legislative Studies at the Institute of Advanced Legal Studies (IALS), part of the School of Advanced Study, University of London. With over 23 projects exceeding £3 million in funding over 20 years, he has established himself as a leading expert in legislative processes and drafting.

His research focuses on Legislative Drafting, Legislative Studies, Law Reform, and Regulatory Impact Analysis, with particular expertise in EU Politics & Law, EU Criminal Law, and comparative legislative systems. He has designed specialized Legislative Drafting and Legislative Scrutiny courses for numerous countries and international organizations.

Professor Stefanou's recent publications (2020-2025) demonstrate a strong focus on the executive state model, Greek legislative reforms, Regulatory Impact Assessment, and post-pandemic legislative challenges. His work shows consistent progression from theoretical legislative drafting concepts toward practical implementation in governmental contexts, particularly in Greece and other European nations.

As Director of the Sir William Dale Centre, he leads the Law Reform Project, joint programs with UN Habitat and Westminster Foundation for Democracy, the Law & Language annual conferences, and the Legislative Drafting Clinic. His center has conducted specialized training for governments in Myanmar, Bangsamoro, Greece, and numerous other countries.

Professor Stefanou actively supervises PhD students, currently including Stephen Knights working on Law Reform. His teaching extends through the LLM in Drafting Legislation, Regulation and Policy and the annual Professional Legislative Drafting Course, which is the oldest such course in the world, established in 1964 by Sir William Dale.
