Constance M. Horgan is a Professor and Director of the Institute for Behavioral Health at the Heller School for Social Policy and Management, Brandeis University. She also serves as Co-Director of the Schneider Institutes for Health Policy and Research. Her expertise spans behavioral healthcare organization, financing, and quality improvement, with a focus on alcohol, drug, and mental health services.
Education: Sc.D. in Health Policy & Management from Johns Hopkins University, M.A. from Georgetown University, B.S. from Tufts University.
Research Interests: Behavioral healthcare delivery systems, public health policy, substance use disorder treatment, and quality measurement. She has led major studies for AHRQ, NIH, CMS, SAMHSA, and state/federal agencies. Notable contributions include the Brandeis/Harvard Center for Substance Use Disorder Treatment and the Opioid Policy Research Collaborative.
