Deborah Garnick is Professor at Brandeis University's Heller School for Social Policy and Management with 30 years specializing in healthcare quality measurement and performance indicator development. Research investigates treatment quality for substance use disorders, particularly the relationship between service timing/quantity and outcomes like employment, criminal justice involvement, and substance use reduction.
Current teaching focuses on graduate, undergraduate, and executive education programs. Major research initiatives include Medicaid performance measurement projects, randomized trials testing financial incentives for treatment quality improvement, and analyses of behavioral health parity implementation. Publication themes consistently address racial/ethnic disparities in treatment access, continuity of care metrics, and insurance coverage reforms.
