Miriam Delphin, PhD, is an Adjunct Associate Professor of Psychiatry at Yale School of Medicine and Director of Cultural Competency Programming and Consultation. She holds leadership roles at the Connecticut Mental Health Center and Yale Program for Recovery and Community Health. Her academic background includes a PhD from Purdue University (2000) and postdoctoral training at Yale SOM (2001–2002).
Dr. Delphin’s research focuses on cultural competency, healthcare disparities, and mental health policy. She has led initiatives addressing opioid use disorder, substance abuse treatment access, and recovery support systems. Her work emphasizes equity in behavioral healthcare, particularly for marginalized communities.
She serves as Commissioner of the Connecticut Department of Mental Health and Addiction Services (DMHAS), expanding medication-assisted treatment, Narcan access, and youth-focused substance abuse programs. Her national contributions include roles under the Obama administration at SAMHSA and receiving the 2019 NASADAD State Service Award for her leadership.
