Chukwuemeka Monyei is a Visiting Fellow at the Oxford Internet Institute (OII), University of Oxford, from May to December 2024. He currently serves as Executive Director of Like a Palm Tree Foundation, focusing on child online safety and emerging technologies. Additionally, he is a director at Wise and Harmless Digital UK Limited, a cybersecurity company. His work spans legal technology, internet regulation, and public policy, with notable contributions to the domestication of ITU’s Child Online Protection guidelines in Nigeria through collaboration with the Nigerian Communications Commission (NCC). Previously, he worked as an adjunct lecturer at the Lagos Campus of the Nigerian Law School and as a researcher at Lagos Business School’s Sustainability Centre.
Chukwuemeka is a qualified lawyer in Nigeria. He founded Open Law Innovation Network (OLIN), developing ‘Nigeria Law Switch’, a legal technology platform for digitizing public law administration. His legal expertise underpins his advocacy for equitable access to justice and innovation in legal frameworks.
His research interests include child online safety, datafication, internet regulation, legal technology, public policy, artificial intelligence, big data, machine learning, and cybersecurity. These areas reflect his commitment to addressing digital challenges in the Global South through interdisciplinary approaches.
Chukwuemeka has advised organizations such as ICMEC, Meta, and ITU Africa on child online protection and technology regulation. His projects, including collaborations with NCC and the development of Nigeria Law Switch, highlight his engagement with both public and private sectors to enhance digital safety and governance.
He has authored three books on child online safety, including an educational text adopted by Nigerian secondary schools. His work bridges legal, technical, and policy dimensions to promote ethical digital ecosystems.
