Christine Eibner is a Professor of Policy Analysis at the RAND School of Public Policy and holds the Paul O'Neill Alcoa Chair in Policy Analysis. She leads key initiatives such as the Health Care Payment, Cost, and Coverage Program and directs RAND Compare, a project analyzing health policy impacts. Her research focuses on health insurance reforms, including ACA modifications, Medicare Advantage innovations, and Medicaid expansion strategies. She currently leads evaluations of CMS’s MA Value-Based Insurance Design Model Test and provides technical assistance on federal and state health policies, such as the Inflation Reduction Act and universal health system financing in Washington state. Eibner earned her Ph.D. in economics from the University of Maryland.
Her work emphasizes policy evaluation and implementation, with recent projects addressing drug pricing, beneficiary incentives for high-value care, and state-level health coverage expansions. She advises policymakers on strategies to enhance affordability and equity in health care systems. Eibner’s expertise spans health economics, labor markets, and military health care, contributing to evidence-based solutions for complex policy challenges.
Her research has informed state and federal policies, including analyses of reinsurance programs, public option feasibility, and cost containment strategies. She frequently engages with media and congressional committees to explain health policy complexities and their societal impacts.
