Linda Blumberg, Ph.D., is a Research Professor at Georgetown University's McCourt School of Public Policy and an Institute Fellow at the Urban Institute. She is a leading expert in health policy, with a focus on private health insurance, health care financing, and health system reform, particularly as related to the Affordable Care Act (ACA).
Her research interests center on health care reform, including incremental and single-payer models, public option designs, and strategies to achieve universal coverage. She has conducted extensive state-level analyses of ACA implications, insurer competition in nongroup markets, and the impacts of major Supreme Court decisions such as King v. Burwell and House v. Burwell. Her work combines rigorous quantitative modeling with policy engagement.
Dr. Blumberg frequently provides technical assistance to states and advises members of Congress and the media on health insurance and reform. She led foundational quantitative work for universal coverage in Massachusetts and has analyzed affordability standards and provider payment reforms. Her research spans economic modeling, policy evaluation, and federal-state implementation dynamics.
She previously served as a health policy advisor to the Clinton Administration from 1993 to 1994, where she coordinated quantitative modeling for the Health Security Act and collaborated with White House officials and congressional staff on alternative policy development.
