Christine Monahan

Christine Monahan, J.D., is an Assistant Research Professor and faculty member at the Center on Health Insurance Reforms (CHIR) within the McCourt School of Public Policy at Georgetown University. Her work focuses on health insurance reforms, consumer protections, affordability, and access to care in the U.S. health care system.

Her research interests include hospital outpatient billing, corporatization in health care, employer-sponsored insurance reforms, and patient protections. She produces policy-relevant research and provides technical assistance to policymakers aiming to strengthen health coverage through evidence-based solutions. Her expertise is rooted in both policy and legal practice, bridging academic analysis with real-world impact.

Christine is a member of the D.C. Bar and earned her J.D. from Yale Law School and her undergraduate degree from Connecticut College. She previously worked on the implementation of the Affordable Care Act at the state and federal levels, including earlier tenure at CHIR as a Senior Health Policy Analyst.

She has prior professional experience as Counsel for American Oversight, where she litigated public record requests, and as an Associate at Mehri & Skalet, PLLC, handling litigation in health care and consumer protection. She also clerked for the Honorable Judith Rogers of the U.S. Court of Appeals for the D.C. Circuit.

At CHIR, she contributes to a multidisciplinary research team focused on health insurance marketplaces and private insurance reforms. Her work supports policymakers and stakeholders seeking to improve the U.S. health care system through rigorous analysis and advocacy.
