Dr Chris Ballinger is Senior Tutor and Official Fellow at Exeter College, University of Oxford. He holds a DPhil in Politics from Oxford, following an MSc and undergraduate PPE degree at Queen’s College, all funded by the ESRC. His research focuses on British parliamentary systems, constitutional reform, and Australian political dynamics. Notably, he authored The House of Lords 1911–2011: A Century of Non-Reform (2012), analyzing institutional stagnation. He previously lectured at multiple Oxford colleges and advised parliamentary committees on constitutional reforms. As Senior Tutor, he oversees academic strategy, admissions, and postgraduate support, collaborating across Oxford and with regional outreach programs in Devon, Cornwall, and Somerset.
His academic work bridges legal-political history with contemporary governance challenges, as seen in analyses of the Parliament Acts (1911/1949) and digital electoral systems. He maintains a strong focus on accessibility in higher education, working to dismantle barriers for underrepresented applicants. His interdisciplinary approach spans constitutional law, electoral psychology, and institutional evolution.
Professional service includes secondments to the UK Parliament’s House of Lords Select Committee on Constitutional Reform (2004) and advising the House of Commons Standards Committee (2014–15). His work on compulsory voting and internet’s role in elections demonstrates his engagement with both historical and modern political challenges.
