Catherine Lotrionte is a Visiting Assistant Professor of Government and Foreign Service at Georgetown University's School of Foreign Service, as well as an Adjunct Professor at the Law Center and Adjunct Lecturer in the Georgetown Summer School. She directs the Institute for Law, Science and Global Security and coordinates research projects focusing on cyber technology, international/domestic law, and national security. Her roles include leadership in the Defense Threat Reduction Agency-funded Program on Nonproliferation Policy and Law, and the CyberProject.
Education: Ph.D. (Georgetown University), J.D. (New York University). She previously served as Counsel to the President's Foreign Intelligence Advisory Board (2002–2006), legal counsel for the Senate Intelligence Committee's Joint Inquiry (2002), and legal advisor at the CIA (foreign intelligence, counterintelligence, and international terrorism matters). Prior experience includes the U.S. Department of Justice.
Research interests emphasize national security law, cyber law, and international legal frameworks for emerging technologies. She frequently speaks at cyber conferences and is a Life Member of the Council on Foreign Relations.
Grants/Advising: Coordinates multi-institutional projects on nonproliferation and cyber policy, funded by DTRA. Advises on legal dimensions of cyber threats and intelligence operations. No formal student advisees listed.
