Catherine Banet

Catherine Banet is a Professor at the University of Oslo's Faculty of Law, leading the Department of Energy and Resource Law at the Nordic Institute of Maritime Law since 2021. She serves as Deputy Director of the part-time North Sea Energy Law Programme (NSELP) and chairs the Norwegian Association for Energy Law.

Her research focuses on energy law intersections with EU/EEA regulation, covering power market design, renewable energy procurement, state aid mechanisms, offshore wind/hydrogen development, carbon capture and storage (CCS), nuclear decommissioning, and cross-border energy infrastructure. Current projects include Implementing Network Codes (INC) and Regulating Power in Norway (POWREG) (2020-2024).

Recent publications analyze energy solidarity mechanisms (2024), ocean CO2 removal frameworks (2023), and resilience criteria in energy/climate law (2022). She contributes to key textbooks on climate law and natural resources, with a specific focus on Norwegian and European legal alignment.

Her cross-sector collaborations span the Norwegian Research Centre on Wind Energy (NorthWind) and the Norwegian CCS Research Center.
