Gullik-André Fjordbo serves as a Doctoral Research Fellow at the University of Oslo's Scandinavian Institute of Maritime Law, Department of Energy and Resource Law (2022-2026). His position is affiliated with FME NorthWind, a research center focused on sustainable wind power development funded by the Research Council of Norway, industry partners, and research institutions. He contributes to the center's mission of developing tools to reduce costs, resolve environmental conflicts, and advance sustainable energy solutions.
His educational background includes a Master's degree in Law (2016-2022) from the University of Oslo. Prior to his doctoral studies, he gained professional experience as an Associate at Advokatfirmaet BAHR AS's Environment and Energy Department (2022), a Research Assistant at the Scandinavian Institute of Maritime Law (2021-2022), and a Legal Consultant at Huseierne (2018-2020).
Fjordbo's research centers on the complex legal tensions between renewable energy development and Sami cultural rights. His doctoral dissertation examines how Norway's climate goals (becoming a low-emission society by 2050) potentially threaten Sami cultural practices through energy projects. His work specifically analyzes the relationship between impact assessment requirements and consultation obligations, representation of Sami interests in agreements, and human rights implications for energy project development. This research directly engages with Section 108 of the Norwegian Constitution (Sami rights) and Section 112 (climate and environment).
His publication record from 2023-2025 reveals a strong focus on energy law intersecting with indigenous rights, constitutional interpretation, and administrative procedures. The articles demonstrate consistent engagement with wind power controversies, particularly the Fosen case, while expanding into EU energy policy, judicial precedent, and legal methodology. His work bridges theoretical legal analysis with practical implications for energy developers, regulatory bodies, and indigenous communities.
As an educator, Fjordbo teaches specialized courses including:
- Lecture on Sami human rights in administrative law (JUS2211)
- Lecture on Sami rights in property law (JUS1211)
- Lecture on impact assessments and Sami rights in resource and concession law (JUS5424)
- Public administrative law courses (JUS2211) from spring 2023 to autumn 2024
Fjordbo actively contributes to public legal discourse through media appearances in NRK, Dagens Næringsliv, VG, and specialized legal publications. His work addresses contemporary challenges in balancing climate action with indigenous rights, demonstrating relevance to both academic scholarship and practical policy development in Norway's energy transition.
