Caroline J. Tolbert is a University Distinguished Professor of Political Science at the University of Iowa, serving as Director of Graduate Studies in the Department of Political Science. She specializes in American Politics and Political Methodology, with a focus on voter turnout, election laws, and digital civic engagement. Her research is funded by the National Science Foundation and non-profits, aiming to strengthen governance and political participation.
She earned her Ph.D. in Political Science from the University of Colorado-Boulder in 1996. Notable awards include the 2021 Andrew Carnegie Scholar/Fellow and the 2024 Career Achievement Award from APSA’s State Politics section. Her work has been recognized with the 2022 Goldsmith Prize for her book Choosing the Future.
Research Themes: Her publications explore absentee voting, early voting, and innovative metrics like the County Election Administration (CEA) Index. She co-authored groundbreaking works such as Accessible Elections, which analyzes state election policies, and Choosing the Future, examining technology’s role in communities.
