Carmine Di Noia serves as Professor of Financial Markets and Banking at the Business School of LUISS University in Rome and currently holds the position of Director for Financial and Enterprise Affairs at the OECD since 2022. Previously, he was Commissioner of the Italian Securities and Exchange Commission (CONSOB) from 2016 to 2022, during which he acted as alternate member of the Board of Supervisors of the European Securities and Markets Authority (ESMA), chair of ESMA's Committee for Economic and Markets Analysis (CEMA), and vice chair of the OECD Corporate Governance Committee. His earlier roles include Deputy Director General at Assonime (Association of Italian Corporations) and board member of Borsa Italiana.
His research centers on Financial Markets, Banking, and Capital Markets with deep specialization in Securities Regulation and European Financial Integration. He actively shapes policy discourse through contributions to banking union frameworks and EU capital market development, emphasizing regulatory simplification and institutional coherence.
