Carmel Shachar, JD, MPH, serves as Assistant Clinical Professor of Law and Faculty Director of the Health Law and Policy Clinic at Harvard Law School's Center for Health Law and Policy Innovation (CHLPI). Previously, she was Executive Director of the Petrie-Flom Center for Health Law Policy, Biotechnology, and Bioethics (2017-2023) where she oversaw research portfolios, event programming, fellowships, and student engagement.

Her research focuses on law and health policy, particularly the regulation of access to care for vulnerable populations, telehealth and digital health products, and public health ethics applications. She has published extensively in leading journals including New England Journal of Medicine, JAMA, and Nature Medicine. Her scholarship examines critical intersections between healthcare delivery systems, regulatory frameworks, and ethical considerations in medical practice.
Shachar's recent publications demonstrate evolving expertise in nutrition policy within Medicaid managed care, reproductive telehealth access, medical device regulation, and physician labor rights. Her work on Medicaid's 'in lieu of services' authority represents significant contributions to understanding how states are addressing food insecurity through healthcare financing mechanisms.

She also serves on the board of Fishing Partnership Support Services and the Ethics Committee of the American College of Obstetricians and Gynecologists.
