Carl E. Van Horn is a Distinguished Professor of Public Policy at Rutgers University’s Edward J. Bloustein School of Planning and Public Policy, and Director of the John J. Heldrich Center for Workforce Development. He holds a B.A. from the University of Pittsburgh and a Ph.D. from The Ohio State University, both in Political Science. His research focuses on employment policy, economic development, education policy, state government, and public policy analysis.
