Burcu Kilic is a Professorial Lecturer (part-time) and holds roles as a senior fellow at the Center for International Governance Innovation (CIGI) and a tech and human rights fellow at Harvard University’s Carr Center for Human Rights Policy. Her expertise spans tech policy, intellectual property, trade, and health policy, advocating for equitable and rights-based solutions. Previously, she led policy initiatives at Minderoo Foundation’s Frontier Technology and directed Public Citizen’s Digital Rights Program. She was recognized as a 2015 Global Health Leader and affiliated with Stanford’s Digital Civil Society Lab (2021-2022).
Education includes a Ph.D. from Queen Mary University of London, LL.M. degrees in Intellectual Property Law (Queen Mary) and Information Technology Law (Stockholm University), and a law degree from Ankara University. Her work focuses on policy entrepreneurship, access to medicines, and ethical tech governance. Key contributions include shaping emerging tech policies and advising governments globally across Asia, Latin America, Europe, and Africa.
