Dr Brian Penduka is a Lecturer in Law at the School of Law, University of Buckingham, where he teaches Constitutional and Administrative Law and International Human Rights Law. He earned his PhD in Law from the University of Buckingham, following an LLB (Hons) from the University of Zimbabwe and an LLM in Human Rights from the University of South Africa.

His research focuses on the rights and welfare of migrants and individuals in contact with the law. His expertise lies at the intersection of human rights, constitutional governance, and legal reform, particularly in transitional and developing contexts.
Dr Penduka has extensive practical experience in human rights and legal development. He served as a Commissioner at the Zimbabwe Human Rights Commission, contributing to national human rights protection mechanisms. As a Senior Legal Advisor for the International Commission of Jurists (ICJ), he played a central role in Zimbabwe’s first justice reform programme and supported judicial re-engagement. He also worked as a Research and Policy Analyst Consultant for the United Nations Development Programme (UNDP), designing an Access to Justice Programme for rural communities in Zimbabwe. His work spans critical areas including constitutional reform, judicial independence, and combating sexual and gender-based violence.
He has conducted research for various national and international bodies on human rights and legal policy. His academic contributions are informed by decades of field experience in law, development, and human rights advocacy.
Dr Penduka previously served as a Visiting Lecturer at the University of Buckingham before joining as a full-time Lecturer. He is actively involved in teaching and research, bridging theory and practice in legal education.
