Dr. Brian Nussbaum is an Assistant Professor at the University at Albany's College of Emergency Preparedness, Homeland Security and Cybersecurity, affiliated with the Department of Public Administration and Policy. He specializes in cybersecurity, terrorism analysis, and homeland security.

His research focuses on cyber threats, risk and intelligence analysis, and critical infrastructure protection. He previously developed New York State's risk-based funding formula that allocated $300M+ in Homeland Security grants.
Nussbaum has expertise in strategic wargaming and simulation from his role as Visiting Professor of Homeland Defense at the U.S. Army War College. He holds a PhD and MA in Political Science from University at Albany and a BA from Binghamton University.
