Professor Bodo Hartke is a leading researcher in special education diagnostics who conducted the significant project 'Evaluation of special education diagnostics in MV' focusing on Mecklenburg-Western Pomerania. His work addresses the critical issue that special education reports have 'fateful significance for the children affected and their families,' requiring professional competence from assessing teachers.
His research interests center on the quality and methodology of special education diagnostics, inclusive educational practices, and policy implementation related to special educational needs. The project examined why Mecklenburg-Western Pomerania has a notably high proportion of pupils with special educational needs (10.4%) compared to the national average (6.0%), investigating whether broad definitions and undifferentiated diagnostic approaches contribute to this disparity.
The research, conducted from March 2010 to December 2011 and sponsored by the Ministry of Education, Science and Culture of Mecklenburg-Western Pomerania, analyzed special education reports from the 2008/09 school year through qualitative assessment from multiple theoretical perspectives. It examined structural elements of reports, diagnostic procedures used, comprehensibility of statements, and working conditions for special education teachers.
Professor Hartke's work responds to the UN Convention on the Rights of Persons with Disabilities, exploring what training and continuing education opportunities special education teachers need to conduct appropriate diagnostics in preventative and integrative contexts. The long-term goal of his research is to contribute to improved diagnostic practices in special education assessment.
