Bob Horton is an Instructor in the Department of Forest Engineering, Resources & Management at Oregon State University's College of Forestry. He holds roles as Executive Leadership and Community Risk Reduction instructor at the National Fire Academy (US Fire Administration), and serves as Senior Advisor for Research & Policy at the Western Fire Chiefs Association. Previously, he served as Fire Chief of Jackson County, Oregon, and chaired the Oregon Governor's Fire Service Policy Council.
Education includes a Master of Public Administration (University of Oklahoma), Master of Public Policy (Oregon State University), and an Executive Certificate in Public Policy from Harvard Kennedy School. He is currently pursuing a PhD in Public Administration & Policy at Old Dominion University (expected 2025).
Research focuses on community risk management, behavioral economics applications in wildfire contexts, and policy processes for wildland-urban interface management. Courses taught include FOR 431 (Economics and Policy of Forest Wildland Fire) and FOR 436 (Wildland Fire Science and Management), with a developing wildfire policy course in Public Policy.
