Bianca Haas is an ANCORS Research Fellow at the University of Wollongong, affiliated with the Faculty of Business and Law and the Australian National Centre for Ocean Resources and Security (ANCORS). She holds a PhD from the Institute for Marine and Antarctic Studies at the University of Tasmania (2017–2021). Her research focuses on equity in transboundary fisheries management, particularly in the Indian and Western Pacific Oceans, with a focus on tuna fisheries, crew labor rights on fishing vessels, and the implementation of the BBNJ Agreement.
Her recent work explores distributive equity in catch allocation, observer program welfare policies, and the impacts of climate change on tuna stock distribution. She coordinates courses on ocean policy (SEA 300) and Pacific Fisheries Governance (SEA 934), and supervises a PhD project on sustainable tuna fisheries development in Kenya. Bianca has been active in regional fisheries policy through roles such as the Early Career Research Committee representative and through funded projects like the Graduate Certificate in Fisheries Management for Pacific island managers (2024–2025).
Key research themes include the disproportionate burdens faced by small island states in fisheries negotiations, labor rights enforcement gaps, and the integration of climate adaptation into fisheries governance frameworks. Her publications emphasize equitable resource distribution, policy coherence between SDGs, and the role of regional organizations like the WCPFC and IATTC in addressing emerging challenges.
