Barbara Kates-Garnick is a Professor of Practice at The Fletcher School of Law and Diplomacy, Tufts University. She previously served as Undersecretary of Energy for Massachusetts, guiding energy policy and co-chairing the Global Warming Solutions Act Implementation Advisory Committee. She holds a PhD from The Fletcher School and has extensive experience spanning academia, government, and the private sector. Her work includes founding a clean technology incubator at NYU Polytechnic and serving as a corporate officer at a major utility. She currently leads the Energy, Climate and Innovation Program at the Center for International Environment and Resource Policy.

Her career includes roles as a public utility regulator, consultant on energy initiatives, and academic instructor. She emphasizes bridging policy, technology, and diplomacy to address climate challenges.
