Julie Schaffner is an Adjunct Professor of Development Economics at The Fletcher School of Law and Diplomacy, Tufts University. She holds a PhD in Economics from Yale University (1986) and a BA from the University of Michigan–Ann Arbor (1981). Prior to joining Fletcher, she served as an Assistant Professor at Stanford University's Department of Economics and Deputy Director of the Center for Research on Economic Development and Policy Reform.
Her research focuses on labor markets, poverty dynamics in developing countries, and program evaluation, with notable work in Nepal's education sector. She authored Development Economics: Theory, Empirical Research, and Policy Analysis (2014). Teaching emphases include evidence-based policy analysis and econometrics, earning her the James L. Paddock Teaching Award (2008, 2016) and a Teaching with Technology Award (2016).
Recent grants include a 3IE-funded evaluation of Nepal's teacher training programs (2017–2019). She regularly teaches courses such as Econometrics and Development Economics: Policy Analysis, guiding students through capstone projects. Her work bridges academic research and practical development challenges, with a focus on South Asia and Latin America.
