Barbara R. Foorman, Ph.D., is the Kraft Professor of Education and Director Emeritus of the Florida Center for Reading Research (FCRR) at Florida State University (FSU). She holds a B.A. in English Literature from Stanford University, an M.A.T. in Language Arts/Reading from Harvard University, and a Ph.D. in Education from UC Berkeley. Dr. Foorman is a globally recognized expert in reading research, with over 150 publications, and has led major initiatives such as the Texas Primary Reading Inventory (TPRI) and Florida Assessments for Instruction in Reading (FAIR). She served as Commissioner of the National Center for Education Research (NCER) at the Institute of Education Sciences (IES) in 2005 and has held leadership roles including Director of the Regional Educational Laboratory Southeast.
Her research focuses on reading interventions, assessment-driven instruction, and policies enhancing literacy education. Notable contributions include co-editing the Journal of Research on Educational Effectiveness and co-founding the Society for Research on Educational Effectiveness. Dr. Foorman’s work integrates cognitive, neuroscientific, and educational approaches to address reading difficulties, with grants totaling over $37 million. She has advised national panels, including the National Reading Panel and the Common Core State Standards committee.
Dr. Foorman’s awards include the FSU Innovators’ Award (2015) and recognition for her role in developing the TPRI. She has authored influential guides like the What Works Clearinghouse Practice Guide on Foundational Reading Skills and led large-scale studies on early literacy interventions. Her current efforts emphasize scaling evidence-based practices and improving literacy outcomes through policy and teacher training.
