Anna Rita Germani is an Associate Professor of Economic Policy at Sapienza University of Rome, where she teaches in the Faculty of Law within the Department of Legal and Economic Studies. She currently teaches courses including Political Economics (channel M-P), Environmental Economics, International Economics, and Economics and Politics of Public Procurement and Contracts, with classes scheduled to begin in February 2025 across various days and locations at the university.
Professor Germani's research focuses on the intersection of economics, law, and environmental issues. Her primary research interests include:
- Environmental Law and Economics
- Environmental Justice and Discrimination
- Environmental Crime
- Economics of Crime
- Air pollution and environmental crime relationships
- Organized crime and environmental violations
Her scholarly work demonstrates a strong empirical approach to analyzing environmental crime in Italy, particularly examining connections between environmental violations, organized crime (including "eco-mafia" activities), and socioeconomic factors. Recent publications investigate the relationship between environmental crime and air pollution health impacts, the influence of income inequality on environmental crime rates, and the effectiveness of regulatory enforcement mechanisms. Her research consistently employs regional and provincial level data from Italy to examine spatial patterns and develop policy-relevant insights, with a growing focus on European comparative perspectives.
Professor Germani holds several significant professional appointments beyond her university position. She serves as a consultant for the Council of Europe in the field of anti-corruption, anti-money laundering (AML), and counter-terrorism financing (CFT) response to environmental crime within the Action against Economic Crime in the Western Balkans framework. She is also a member of the Academic Committee of the International Network for Environmental Compliance and Enforcement (INECE). Previously, she contributed as a member of the Group of Evaluation Experts (GEV) for Area 13a Economic and Statistical Sciences established by ANVUR for the Evaluation of Research Quality (VQR 2015-2019).
Within Sapienza University, Professor Germani actively mentors graduate students as a member of the teaching staff for the PhD program in "Public Law" (Law and Economics curriculum). She maintains regular office hours for students and thesis advisees, with appointments available both in-person and via teleconference. Her research appears to be supported by projects including "Disuguaglianze economiche e disuguaglianze ambientali in Italia: un'analisi empirica a livello provinciale" (Economic and environmental inequalities in Italy: an empirical analysis at provincial level), demonstrating continuity between her scholarly work and applied policy research.
Her work connects with international research networks focused on environmental compliance and enforcement, particularly through her involvement with INECE and her consultancy with the Council of Europe, suggesting collaboration with global researchers and policymakers working on environmental crime issues. This international engagement complements her detailed empirical work on the Italian context, creating a valuable bridge between local case studies and broader policy frameworks.
