Anja Seibert-Fohr

Prof. Dr. Anja Seibert-Fohr is the German judge at the European Court of Human Rights (since 2020) and holds the Hengstberger Endowed Professorship for Fundamental and Future Issues of the Rule of Law at Heidelberg University's Faculty of Law. She directs the Institute for Constitutional Law, Constitutional Theory and Legal Philosophy. Her term at the ECtHR limits her chair's activities, but she remains a leading figure in international law.

Education includes a law degree, Master's in International and Comparative Law from George Washington University (US), doctorate (2004), and habilitation at Heidelberg. She previously served at the Max Planck Institute for Comparative Public Law and International Law and the University of Göttingen.

Her research addresses globalization's challenges to the rule of law, focusing on human rights, judicial independence, transitional justice, and digital surveillance. She develops strategies to safeguard legal norms against transnational threats, emphasizing international cooperation and ethical adjudication.

Recent publications explore judicial ethics, human rights in health crises, digital privacy, and cross-jurisdictional dialogue. Her work consistently engages with evolving threats to fundamental freedoms and the role of courts in democratic societies.
