Dr. Andrew Wolman is a Senior Lecturer in Law at City Law School, City, University of London, where he has been teaching since September 2018 (promoted to Senior Lecturer in August 2022). He teaches Criminal Law on the LLB, along with International Criminal Law and Law and War on the LLM. Prior to joining City, he held professorial positions at Hankuk University of Foreign Studies in Seoul, South Korea, where he taught human rights and international law from 2009 to 2018.
Dr. Wolman earned his academic credentials from prestigious institutions: a PhD in Law from the University of Antwerp, an LLM in Environmental Law from George Washington University Law School, a JD from New York University School of Law, and a BA in Politics from Princeton University. Before his academic career, he worked as an Associate at White & Case, LLP and as Assistant Counsel at the New York City Department of Transportation, specializing in environmental and land use law.
His research focuses on refugee law and policy in East Asia, particularly regarding North Korean human rights violations and the right to leave in irregular migration contexts. He has extensively published on sub-national human rights institutions and their relationship with international human rights norms. His scholarly work demonstrates a consistent engagement with the intersection of Korean law, international human rights frameworks, and refugee protection mechanisms.
Analysis of his recent publications reveals a strong emphasis on North Korean human rights issues, climate change litigation, and the evolving role of sub-national human rights institutions. His work often combines historical analysis with contemporary legal challenges, particularly in East Asian contexts. He has developed a distinctive approach to examining how local and national human rights frameworks interact with international obligations.
Dr. Wolman supervises research students, having served as second supervisor for Sahar Sadoughi and Muhammad Tanvir Hashem Munim. His teaching portfolio spans criminal law, international criminal law, and law of war, reflecting the breadth of his expertise in both domestic and international legal frameworks.
His professional activities include numerous online articles for major Korean publications like Korea Herald and Joongang Daily, where he has written on human rights issues, North Korea policy, and refugee matters. This public engagement demonstrates his commitment to bridging academic scholarship with practical policy discussions.
