Professor Andrew J. M. Steven holds the Chair of Property Law at the University of Edinburgh's School of Law. He previously served at the Scottish Law Commission from 2011 to 2019 as the Commissioner responsible for property law reform. His academic work focuses on property law with particular emphasis on rights in security and moveable transactions.
Steven's research interests center on property law, especially rights in security, moveable transactions, prescription and title to moveable property, heritable securities, land registration, and conveyancing. His work has significantly influenced Scottish property law reform, particularly through the Scottish Law Commission's Report on Moveable Transactions (Scot Law Com No 249, 2017), which was implemented by the Moveable Transactions (Scotland) Act 2023. He has also contributed to reforms in prescription law and section 53 of the Title Conditions (Scotland) Act 2003.
His scholarly output demonstrates consistent focus on Scots property law evolution, with recurring themes in moveable transactions, security interests, and land law reform. His publications show a progression from theoretical works like 'Pledge and Lien' (2008) to practical statutory compilations and contemporary analysis of property law in Scotland. Recent work increasingly addresses the intersection of traditional property concepts with modern commercial needs.
Professor Steven serves as Honorary Secretary of the Edinburgh Student Law Review, is a Writer to the Signet, and has held significant roles including membership on the Council of the Stair Society (2018-2023), the Scottish Parliamentary Working Group on tenement maintenance (reported 2019), trustee of Under One Roof (since 2020), and member of the Scottish Government's Cladding Stakeholder Group.
He has maintained an active international presence, teaching at the European Private Law Summer School at the University of Salzburg since 2004, taking Edinburgh Law School undergraduates to this program since 2005, and teaching at the University of Fribourg since 2017 and the University of Innsbruck since 2023. His global engagement extends to presentations and teaching in Belgium, Canada, Estonia, Germany, Hungary, the Netherlands, New Zealand, Russia, Sweden, and the USA.
