Andrea Piacentini Vernata is a tenure-track researcher in Constitutional Law at the Department of Legal and Economic Studies, Faculty of Law, Sapienza University of Rome since March 2024. He teaches General Public Law and has previously taught Constitutional Law and Public Law Institutions. He obtained habilitation to be a university professor (II Fascia) in Constitutional Law in May 2022 and was admitted to practice law in October 2022. His research focuses on constitutional law, parliamentary systems, and the relationship between political and technical decision-making.
His educational background includes a Law degree with honors from Sapienza University of Rome, where he also completed a PhD in Public Law with honors. He has conducted research at several international institutions including Université libre de Bruxelles, Library of Congress in Washington D.C., and École des hautes études en sciences sociales in Paris.
Professor Vernata's research interests span across several key areas of constitutional law and governance. His work examines the fundamental concepts of public law such as political representation, equality, freedom, work, citizenship, and rights. He has extensively studied contemporary issues including budget decisions, normative production, constitutional reforms, and differentiated regionalism. A significant portion of his research focuses on the balance between technical governance and political decision-making within parliamentary systems, particularly examining the role of the Parliamentary Budget Office in Italy's constitutional framework.
His recent publications demonstrate a strong focus on constitutional challenges in the context of European integration, emergency governance during the pandemic, and the evolution of parliamentary institutions. His work analyzes the tensions between constitutional principles and contemporary governance challenges, with particular attention to how institutional frameworks adapt to new political and economic realities. His research shows a consistent interest in how constitutional systems maintain stability while adapting to changing circumstances.

Professor Vernata has supervised numerous graduate theses, with specific requirements for thesis assignment including having passed the General Public Law exam with a grade of at least 27/30. He maintains an active legal practice as an Avvocato Professore (Professor Lawyer) at the Rome Bar Association since May 2024.
Prior to his academic career, Professor Vernata held significant positions in Italy's parliamentary system. From 2017 to 2019, he worked as a parliamentary collaborator at the Senate of the Republic, then moved to the Chamber of Deputies as a legislative officer until September 2020. He then served as Head of the Legislative Office until the end of the 18th Legislature, and was confirmed in the same role in the 19th Legislature at the Senate of the Republic.
