Alexander Lott is a dual-affiliated academic holding roles at the University of Tartu (Lecturer in Administrative Law) and the Norwegian Centre for the Law of the Sea (Senior Researcher at University of Tromsø). His career spans legal practice, academia, and policy-making, with expertise in international maritime law, hybrid warfare, and environmental security. He completed a PhD at the University of Tartu (2017) and a postdoctoral fellowship in Tromsø (2020–2022).
Research & Teaching: Focuses on Law of the Sea, maritime security, and hybrid warfare. Teaches administrative law, international law, and research methods at Tartu, Tromsø, and Estonian security academies. Authored/co-edited books on hybrid warfare and maritime law.
Grants & Awards: Recipient of the Estonian President’s Young Scientist Award (2022), Marie Skłodowska-Curie Fellowship (2021), and multiple editorial roles in law journals. Active in policy drafting for maritime law reforms.
Projects: Led studies on hybrid conflict resilience, legal frameworks for offshore infrastructure protection, and updates to the San Remo Manual on maritime warfare law. Collaborates internationally on costal state security and human rights at sea.
Labs/Teams: Member of the International Law Association (Norway), COST Action CA23103 on Human Rights at Sea, and editorial boards of maritime law book series.
