Alexander Lott

Alexander Lott is a Senior Researcher at the Norwegian Centre for the Law of the Sea (NCLOS) under UiT The Arctic University of Norway since 2022, and a part-time Lecturer in Administrative Law at the University of Tartu (0.10 FTE). His work bridges maritime law, hybrid warfare, and critical infrastructure protection through academic research, legislative drafting, and policy advising.

• Education: Doctorate in Law (University of Tartu, 2017), LLM in International and European Law (Utrecht University, 2011), BA in Law (University of Tartu, 2010).
• Research Leadership: Co-editor of International Straits of the World book series (2025–), member of the Expert Group revising the San Remo Manual, and Management Committee member for COST Action CA23103 on human rights at sea.

His research interests span the law of the sea, hybrid warfare legal frameworks, administrative law, and environmental law, with a focus on undersea infrastructure security, strait regimes, and state responses to maritime sabotage. Recent publications analyze legal challenges in protecting critical infrastructure through case studies like the Balticconnector incident and C-Lion1 cable cuts, emphasizing the interaction of jus ad bellum and jus in bello.

He has contributed to legislative projects, including Estonia’s maritime law codification and state emergency powers regulations.
