Dr. Alex Carter is an Associate Professor at the London School of Economics (LSE) in the Department of Health Policy, specializing in health economics and health systems innovation. He serves as the interim Programme Co-Director for the Executive MSc in Health Economics, Policy & Management and teaches courses on health systems, healthcare financing, and economic evaluation. His research focuses on evaluating the clinical and economic impacts of information systems in the NHS, particularly in the context of health technology innovation and health security.

Dr. Carter advises governments, health ministries, and biotechnology firms on health technology appraisal and has consulted for the World Health Organization on health security economics (2016–2018). He is also a Visiting Fellow at the Institute of Global Health Innovation at Imperial College London. His expertise includes cost-effectiveness analysis, process modeling, discrete-event simulation, and patient safety strategies.

His research spans topics such as healthcare quality improvement, resource allocation optimization, and the economic implications of clinical negligence.
