Özlem Terzi is an Assistant Professor of International Relations at the Department of Political Science and Public Administration, Vrije Universiteit Amsterdam. She previously served as a visiting researcher at the College of Europe, Bruges. Her research focuses on the European Union’s external relations, particularly the European Green Deal’s environmental and human rights implications in the Arctic region, and the role of emotions in EU foreign policy decision-making. She coordinates the Jean Monnet Module REPAIR (2022-2025), examining Arctic sustainability and indigenous rights. She teaches EU governance, political science debates, and supervises master’s theses in International Relations and Global Environmental Governance tracks.

Research Interests: Her work bridges EU external policy analysis with Arctic geopolitics, emphasizing climate policy tensions and normative frameworks. She co-edited special journal issues on emotional norms in EU foreign policy and leads projects funded by the Erasmus+ Programme. She also serves as a non-resident Visiting Senior Researcher at the Arctic Centre, University of Lapland.
