Prof. S.M.R.L. Vanhoonacker holds the Chair in Administrative Governance and is a Jean Monnet Professor at Maastricht University's Faculty of Arts and Social Sciences (FASoS). She previously served as Dean of FASoS (2016–2020). Her research focuses on bureaucratic influence in EU decision-making, particularly in foreign policy contexts, with emphasis on the institutionalization of EU diplomacy and the European External Action Service (EEAS). She co-edits the 'New European Union Series' (Oxford UP) and 'European Administrative Governance' (Palgrave).
Education: PhD in Political Science from Leiden University (1999), MA in European Studies (College of Europe, Bruges), History (KU Leuven), and International Relations (ULB). She co-created the Bachelor and Research Master European Studies programs at Maastricht and has extensive visiting professor roles, including at the College of Europe.
Research interests include Brussels-based administrative systems, CFSP/CSDP impacts, and 'Brusselisation' processes. Current work explores non-elected actors' roles in EU foreign policy. She supervises PhDs on migration policy judicialization, UN treaty reviews, EU civilian missions, and Bologna Process governance.
Teaching focuses on EU foreign policy and external relations, with courses like 'Europe and the World' (Research Master) and 'EU Foreign and Security Policy' (Master European Studies). She pioneered innovative teaching methods documented in Springer's 'Teaching EU Studies' and Res Publica.
Professional roles include Senior Member of the Netherlands Institute of Government and advisory board memberships at Radboud University and the Nederlandse Defensie Academie.
