Dr. Çağrı Yoltar is a Research Fellow in the Emerging Markets Welfare Staff Core Team, focusing on politicized welfare practices in Turkey's Kurdish region. She received her Ph.D. in Cultural Anthropology from Duke University and holds MA degrees in Sociology (Boğaziçi University) and Science, Technology and Society Studies (Istanbul Technical University), along with a Bachelor's in Management Science and Engineering from Istanbul Technical University.
- Research Interests: Political and economic anthropology, welfare, political conflict, the state, citizenship, moral economy, Turkey, and the Middle East.
Her work examines how social assistance programs in Turkey have evolved over three decades amid armed conflict, supported by grants from the Social Science Research Council, Wenner-Gren Foundation, and Duke University. While her primary publications include an article in the Middle Eastern Studies Journal, a co-edited volume on healthcare policies, and reports on welfare programs, her contributions extend to platforms like Jadaliyya and Turkish media outlets.
