Sergey Edmundovich Pekarsky serves as Dean of the Faculty of Economic Sciences at the National Research University Higher School of Economics (HSE University), where he also holds the position of Professor in the Department of Theoretical Economics. Additionally, he heads the International Laboratory of Macroeconomic Analysis within the same faculty. As a tenured professor since 2014, Pekarsky has been with HSE University since 1998, accumulating 27 years of scientific and teaching experience. He is also a member of the Academic Council of the National Research University Higher School of Economics. These works examine how non-market debt placement, preferential mortgage programs, and capital flow restrictions affect monetary policy transmission and government debt sustainability. His research increasingly incorporates international dimensions, analyzing how external shocks and unconventional monetary policies from major economies impact smaller economies like Russia.
