Dr. Olsen holds a PhD from the European University Institute (EUI) and has established himself as a leading scholar in European citizenship studies. His research spans EU citizenship, crises in Europe, Norway's relationship with the EU, citizen deliberation, and migration policy. He is currently working on projects examining citizenship and public administration, differentiated citizenship in European politics, and the development of Norwegian citizenship policy in the 2000s. His publication record is extensive, with 33 scientific publications, 2 textbooks, 8 research reports, and 44 dissemination pieces. His recent work (2020-2024) shows a clear focus on EU citizenship frameworks, autonomy in European relations (particularly Norway's relationship with the EU), and the evolving nature of citizenship in the context of migration and integration. His research often employs qualitative methods and process tracing to examine complex political phenomena at the intersection of national and supranational governance. Dr. Olsen is actively engaged in academic leadership, serving as coordinator of the Master's program in Public Administration and Governance (MOAS) since autumn 2022. He teaches courses on crisis and reform in the public sector, Norwegian integration policy, and EU political processes. He supervises bachelor's and master's theses with a focus on migration, integration, and citizenship, and is available for PhD supervision on related topics. He is a member of the Public Administration and Governance research group and the Organization and Management in the Public Sector (ORGOFF) research group at OsloMet, where he collaborates with colleagues on projects examining governance challenges in the public sector and European integration processes.
